The Washington State Patrol says the accident happened on northbound I-5 as two adults, one from Burien and the other from Kent, were trying to change a flat tire along the side of the freeway. The drunk driver apparently lost control of his Acura, hit a barrier, then crashed into the disabled, parked car, injuring the adults and killing the baby inside.

Police say that the parents, Terra Pina, 21, of Burien, and Angel Pena, 23, of Kent, were on the shoulder attempting to fix a flat tire. The infant, inside the car at the time of the crash, died at the scene.

Christopher A. Roman, 26, of Beaverton, Ore., was accused Monday morning of driving drunk and causing the crash that killed the boy in Clark County Superior Court. Bail was set at $200,000, and his arraignment is set for Sept. 2. He was previously convicted of a DUI in 2005 in California.

Investigators say that Roman was seen passing cars and “swerving all over the road” prior to the fatal crash.

Terra Pina, the driver of the disabled car, was taken to PeaceHealth Southwest Medical Center with neck and back pain. Angel Pina was also transported to the same hospital with a head laceration and a leg injury.

Roman was arrested at the same hospital after being treated for lacerations.

Troopers report that the motorcyclist apparently lost control while traveling southbound on 509, near where it intersects with SR-518. No other vehicles were involved, and the injured motorcyclist was taken to Harborview Medical Center in Seattle with life-threatening injuries.

The cause of the crash has not been determined; however, police say that alcohol may have been a factor.

Southbound lanes of 509 were shut down for several hours after the crash for investigation.

Two weeks ago, we reported about a 13-year old boy getting busted for driving his drunk Dad in SeaTac; today comes word from the Washington State Patrol that a 14-year old boy drove his mother’s car without permission in a reckless manner, ending up in a hit-and-run that caused a three-car collision in Tukwila.

Police say that on Thursday (June 16) at Noon, a Toyota Celica was traveling south on I-5 near I-405 in the Tukwila area while recklessly making lane changes and weaving through traffic at high speeds. A witness who said he was driving around 65 miles per hour claims that the suspect Celica passed his car “like it was standing still.”

The Celica hit the right rear of a Toyota Tundra that was traveling in the left lane, sending both vehicles across the right lanes and into the right barrier. As the Tundra crossed the lanes it hit the left rear of a Plymouth Voyager. After striking the right barrier the Celica came to a stop blocking the second right lane before witnesses stated it attempted to flee, continuing south for a short distance before it lost control and hit the right barrier for a second time.

The driver of the Toyota Tundra suffered minor injuries. No other injuries were reported during the investigation, including to the boy’s 14-year old girlfriend who was a passenger in his car.

The 14-year old Celica driver is under investigation for Reckless Driving, Hit and Run, No Valid Operator’s License and driving without insurance. Due to his age the driver was release to his mother’s custody.

The Washington State Patrol is reporting that on Sunday (June 5), a Trooper stopped a vehicle in SeaTac for erratic braking and an equipment violation, only to discover that the car was being driven by a 13-year old boy, whose drunk dad was riding as passenger.

Police say that just before Noon Sunday, a silver Lincoln was traveling east on S. 166th Street in an “erratic fashion.”

The trooper observed that the vehicle had a broken windshield and the driver looked to be “very youthful” in appearance.

As the vehicle traveled, the driver was “violently stomping the brakes” and not using his lane properly.

The trooper pulled the vehicle over, and it quickly became apparent that the passenger, a 40-year old SeaTac man, was the intoxicated father of the 13-year old driver.

The drunk dad was booked into King County jail for investigation of Reckless Endangerment and Allowing an Unauthorized Person to Drive. The 13-year old driver faces no charges and was released to his mother.

On Friday (May 27th), Julio Matins-Paes was scheduled to appear for sentencing in front of Judge J. Hill at the Regional Justice Center in Kent for Vehicular Assault charges stemming from a December 13, 2009 serious injury collision involving a Washington State Patrol Trooper.

The Washington State Patrol reports that on December 13th, a Trooper was transported to the hospital after he was struck by a suspected drunk driver at approximately 10:30 p.m. in Sea-Tac.

WSP communications received multiple 9-1-1 calls reporting a maroon 1989 Toyota Corolla as a possible DUI southbound on I-5 in King County. The responding trooper parked on the right shoulder just north of 188th St. attempting to locate the reported vehicle. As the Toyota approached the troopers location it didn’t even slow down as it crossed multiple lanes and slammed into the rear of the fully marked patrol car. After the impact the Toyota returned to the roadway and was hit by a black 2009 Mitsubishi Lancer.

The injured trooper is 46-years old, and is a 17-year veteran with the WSP. He was transported to the hospital with non-serious injuries.

Marins-Paes, the driver of the Toyota Corolla, a 44 year-old Seattle resident, has a prior DUI conviction and was driving on a suspended license. He was transported to the hospital with serious injuries.

A Washington State Patrol motorcycle officer fired shots Wednesday afternoon (Feb. 2nd) at a driver of a car stolen near Burien who allegedly tried to run her down as he fled from other officers.

Police say that the veteran trooper is uninjured, and multiple agencies are investigating both the shooting and the auto theft which preceded the incident.

Initial indications are that the trooper became involved in the pursuit, which began in Burien shortly after 2pm. The pursuit moved on to SR-518, then to I-5 southbound towards Fife, where the subject abandoned the original vehicle and jumped in another which was nearby.

At that point multiple witnesses report the suspect drove at the WSP trooper two separate times. After the first attempt, the trooper abandoned her bike and was on foot. The subject came at her a second time, at which point she fired shots to end the attack. The subject veered away and was eventually stopped by other troopers using a Pursuit Immobilization Technique (PIT). The driver continued to fight and had to be tasered in order to be taken into custody.

The suspect was slightly injured, but it is not currently clear whether those injuries were caused by the trooper’s shots or when the car hit a tree following the PIT maneuver.

The Washington State Patrol, Fife Police Department and the Pierce County Sheriff’s Office are conducting concurrent investigations of the incident.

The Washington State Patrol tells us about how a Kent man facing a May 2010 DUI charge got busted again for showing up for his hearing – drunk – in a Burien Courtoom last week.

To somehow show that this intelligent behavior wasn’t a fluke, the man got busted again for another DUI the following week.

Somphong Phiengkham appeared in a Burien Courtroom on January 26th to make an appearance on a DUI charge stemming from the May 11th arrest. Mr. Phiengkham showed signs of intoxication and smelled of alcohol. Mr. Phiengkham was ordered into custody by the judge and booked into King County Jail for being in violation of the condition of his release from the DUI charge. Bail was set at $5,000 and he bonded out later that day.

On January 29th at 12:39 pm Mr. Phiengkham was contacted after a 911 report of a blocking disabled vehicle southbound Interstate 405 at South East 8th Street. During the course of the contact Mr. Phiengkham was determined to be impaired and taken into custody for investigation of DUI. He was booked into King County Jail for driving while his license was suspended and DUI.

Due to his arrest on January 26th a $30,000 bail was set. Mr. Phiengkham appeared in front of a judge Wednesday, Feb. 2nd, and an additional $50,000 bail was set for violating the conditions of his release. Mr. Pheingkham is currently in custody.

Troopers want to remind our Readers that DUI enforcement continues to be a main focus for the Washington State Patrol in keeping roadways safe and reducing fatality collisions. As the Super Bowl weekend approaches drivers are urged to make safe choices if they choose to drink. Plan for a designated driver, taxi or use public transportation to ensure a safe trip home after the game. Troopers and officers will be proactively working traffic enforcement on Super Bowl Sunday in hopes of reducing fatal and injury collisions.

Just before 5am Thursday morning (Dec. 30th), a Washington State Trooper received minor injuries when a Burien-based DUI driver lost control of his truck into a collision scene on northbound I-405 just north of I-5.

According to police, the trooper was standing about 15 feet off of the roadway checking for injuries next to collision-damaged vehicles when he observed rotating headlights moving toward him. As a red Ford Pickup truck careened off the road it struck the trooper and two vehicles that had already been involved in a collision. The trooper was treated for minor injuries.

The pickup driver, 46 year old Stephen Merrill of Burien, was arrested and booked into King County jail under investigation of DUI/drugs. No other injuries were reported from this collision.

Drivers are urged to reduce speed whenever there is a possibility of icy roadways. Sudden braking, acceleration and turning that may cause vehicles to lose traction can often be avoided by reducing speed.

The Washington State Patrol is seeking witnesses who may have seen the wrong way driver and subsequent collisions that occurred on Monday, Oct. 18th on SR 509 that led to a pedestrian fatality and several other serious injuries (read our previous coverage here).

The bizarre, chain reaction crash happened at 10:53pm Monday night, and in the end the driver of the wrong-way vehicle, Adam Knapp, 31, of Federal Way, was killed.

The collision occurred on Burien’s SR-509 both north and southbound just south of S. 128th Street, and involved a three vehicle head-on collision and a pedestrian that came into contact with five separate vehicles.

The Washington State Patrol is reporting that, late Monday night (Oct. 18th), 911 dispatchers received a frantic phone call initially reporting a wrong way driver on SR-509 in Burien.

This resulted in a head-on collision, and ended with an ambulance colliding with a pedestrian thrown between several other vehicles.

In the end, the wrong-way driver, Adam Knapp, 31, of Federal Way, was killed, and five others were injured.

WSP’s report says:

At 11:53pm Monday night, an on-duty Tri-Med ambulance driver made the initial 911 call on his cell phone to report a silver Subaru had turned around and began traveling southbound in the northbound lanes of State Route 509 just south of South 128th street. The ambulance driver indicated that he lost sight of the vehicle for a moment. Immediately he reported he observed the Subaru had been involved in a head on collision followed by the report that the ambulance had struck the driver of the Subaru after he exited his vehicle.

The preliminary investigation reveals that the silver Subaru Legacy, while traveling northbound in the northbound lanes of State Route 509, turned around for an unknown reason and began traveling southbound in the northbound lanes where it very quickly struck a Ford Explorer head-on. The force of the impact sent the Subaru Legacy spinning into an Acura Integra that had been traveling northbound behind the Explorer. The driver of the Explorer, a 31-year old female from Tukwila, was taken from the scene in critical condition and her two passengers, 27 and 23-year old females both from Seattle were transported in serious condition. The driver of the Acura, a 47-year old man from Seattle and his passenger, a 43-year old female also from Seattle, were transported for chest pain. All injured parties were taken to Harborview Medical Center and their conditions are unknown at the time of this release.

State Patrol Detectives are still trying to determine the next course of events that lead the driver of the Subaru Legacy, a 31-year old man from Federal Way, to exit his badly damaged vehicle and attempt to flee the scene by jumping over the center median divider and running into the southbound lanes where he was struck by at least 4 vehicles and possibly a 5th. The 5th vehicle, a dark passenger car, reportedly left the scene without stopping. The driver of the Subaru – now fleeing pedestrian, was struck while in the southbound lanes and thrown from vehicle to vehicle finally being vaulted underneath the Tri-Med ambulance as it was attempting to pull over to assist with the collision. The Emergency Medical Technicians on board attempted to resuscitate the man but he was pronounced dead at the scene.

Troopers are looking for witnesses who may have observed or have any information regarding this hit and run collision that occurred between the pedestrian and the dark colored small passenger car or small SUV.
