			<content:encoded><![CDATA[<p><strong><img class="alignleft" src="http://b-townblog.com/wp-content/images/dykeman+navos_thumb.jpg" alt="" width="150" height="150" />On Monday (Nov. 29), two of Burien&#8217;s most prolific non-profits announced that they were merging – the <a href="http://www.ruthdykeman.org/" target="_blank">Ruth Dykeman Children&#8217;s Center</a> (RDCC), established in 1921, is merging with <a href="http://www.navos.org/" target="_blank">Navos</a>, one of the largest providers of community mental health services to low-income people in King County.</strong></p>
<p>Following the merger, the Ruth Dykeman campus will continue to operate at its current location on SW 152nd, will retain its name and will continue offering residential treatment programs for youth and adolescents. RDCC outpatient counseling services will become part of NAVOS’ Child and Family Services department and will continue to be offered on the Ruth Dykeman campus.</p>
<p>&#8220;Operating as a single and larger organization will create efficiencies as Navos has earned a reputation as a well-administered organization with strong financial management and support services,&#8221; reads a statement.</p>
<p><strong>Jim Dykeman</strong>, grandson of founder <strong>Judge King Dykeman</strong> and a long time  RDCC Board member, endorsed the agreement to combine agencies,  commenting, “I am very pleased about this new relationship with Navos.  By integrating our resources during these difficult economic times, RDCC  will have additional capabilities to provide programs and services to  the more vulnerable children in our community.</p>
<p><strong>Dr. David Johnson</strong>, Navos CEO, added:</p>
<blockquote><p>“This is a combination that will  greatly benefit both organizations: pooling our resources and programs  will result in making both RDCC and Navos stronger and more effective in  helping children and families with multiple, significant issues  requiring a broad range of services.”</p></blockquote>
<p>Following the merger, the RDCC campus will retain the Ruth Dykeman  name and will continue offering its accredited residential treatment  programs for youth and adolescents. RDCC outpatient counseling services  will become part of NAVOS’ excellent Child and Family Services  department and will continue to be offered on the Ruth Dykeman  campus.</p>
<p>For 88 years, Ruth Dykeman Children&#8217;s Center (RDCC) has served the  needs of the community through its residential, home and community-based  services. Helping children, families, and communities achieve success  and self-sufficiency is the primary goal of each of the programs RDCC  offers.</p>
<p>NAVOS is a private, non-profit organization founded in 1966 that  offers a full spectrum of innovative mental health services to thousands  of low income children and adults each year, from crisis intervention  to inpatient care to highly specialized and recovery-oriented outpatient  services for individuals and families at every life stage.</p>

Originally, the agency was  located in Seattleâ€™s Ravenna district but moved to its present eight and  a half acre campus on the shore of Lake Burien in 1931. Over the next  60 years, the agency slowly expanded its residential programs to serve  boys and girls, ages 6 to seventeen, with serious behavioral, emotional  and psychological disturbances. This is the same population being served  today in the <a href="http://ruthdykeman.org/programs/residential/">Behavioral  Rehabilitation Services </a>program.</p></blockquote>

<p>Highline Youth and Family Services merged with RDCC in 1990, combining  the strengths of the two community-based organizations and adding an  array of prevention, education, intervention and treatment services to  children and families in South King County. Today, the RDCC Youth and  Family Services (link) branch offers parenting and anger management  classes, alcohol and other drug assessment and treatment, individual,  family and group counseling and many other mission-focused services.  1995 marked RDCCâ€™s first capital campaign for the Cedar building. This  building housed the adolescent girls residential treatment program until  2009 when RDCC transitioned its services to include assessment  treatment for children. In 2001, RDCC embarked on another capital  campaign, this time for the Madrona house which is home to the  childrenâ€™s program on campus.  The <a href="http://ruthdykeman.org/programs/residential/#sils">Specialized  Independent Living Services</a> program began in 2002 to close the gap  in services for adolescent girls transitioning out of foster care who do  not have the skills necessary to live independently successfully.</p></blockquote>

<strong>A small group of residents are continuing their efforts to have the city of Burien purchase for a public park a recently rezoned portion of the </strong><span style="text-decoration: underline;"><strong><a title="Ruth Dykeman Children's Center" href="http://www.rdcc.org/" target="_blank"><span style="text-decoration: underline;"><strong>Ruth Dykeman Childrenâ€™s Center</strong></span></a></strong></span><strong> property on Lake Burien.</strong>

The area was rezoned last December, so the Dykeman Center can sell it to improve its revenue structure during the current economic downturn. When approached by the group calling itself the <em><strong>Committee to Free Lake Burien</strong></em>, Dykeman's CEO said the center would not sell the land for a park.

Lake Burien is well known to long-term residents of the city but newer residents are likely to ask, â€œ<em>There is a lake in Burien</em>?â€ That is because the lake is completely surrounded by private homes with no public access to it.<img class="alignright" style="margin-left: 8px" src="http://b-townblog.com/wp-content/images/lkburienfence.jpg" alt="" width="315" height="231" />

Under federal law, all lake shores the size of Lake Burien are considered public, but the sticking point is getting to the lake across private property.

<p>â€œThis is truly a once-in-a-lifetime opportunity for the City of Burien to gain a park on Lake Burien for the benefit of all the citizens of Burien,â€ said Moyer. â€œIt will add to the value of the residences in the area, the Town Center and the businesses in Olde Burien. It is a difficult time financially, but with dedicated money available and a depressed real estate market, it is also a bargain for the City of Burien.â€</p>
<p>He suggests that there may be money available from King County park bond funds and possibly other sources, despite the financial crisis.</p>
<p><strong>Emelie McNett</strong> lives in a blue-collar area of North Burien and has been a resident of Burien for 35 years, native plant steward, watershed steward, former Burien Park Board member and current member of the Shoreline Advisory Committee.</p>
<p><img class="alignleft" style="margin-right: 8px;" src="http://b-townblog.com/wp-content/images/LakeBurienRainbow.jpg" alt="" width="315" height="233" />â€œI am particularly interested using the rezoned Ruth Dykeman property as a Burien Park,â€ she says. â€œMany low income Burien residents live less than a mile from the water but are denied access because of the barrier of private property. A pocket park on Lake Burien would help mitigate this lack of access.â€</p>
<p>The city just is not interested at all.</p>
<p>â€œWe are not interested,â€ said <strong>City Manager Mike Martin</strong>. â€œWe have not discussed it. We have no money.â€</p>

<p><strong>We heard rumors about this all summer, and now it looks like it&#8217;s true according to the <a href="http://www.ci.burien.wa.us/" title="City of Burien" target="_blank"><u>City of Burien</u></a> â€“ the <a href="http://www.rdcc.org/" title="Ruth Dykeman Children's Center" target="_blank"><u>Ruth Dykeman Children&#8217;s Center</u></a>, located on SW 152nd (with prime waterfront property on Lake Burien) is proposing to change its area zoning permit from &#8220;Special Planning Area 2&#8243; to &#8220;Moderate Density Residential Neighborhood and High Density Multi-Family Neighborhood.&#8221;</strong></p>
<p>The <strong><a href="http://www.ci.burien.wa.us/" title="City of Burien" target="_blank"><u>City of Burien</u></a></strong> will be holding a public meeting about it on <strong>Tuesday, Sept. 23 at 7pm</strong>, at 15811 Ambaum Blvd. SW (Suite C) to receive public comments.</p>
<p><strong>From what we understand, the owners of the </strong><strong><a href="http://www.rdcc.org/" title="Ruth Dykeman Children's Center" target="_blank"><u>Ruth Dykeman Children&#8217;s Center</u></a> are looking to develop two waterfront properties with single family homes, plus two single-family homes directly behind them. To the back and left of that would be multi-family housing. Whether or not they want lake access for the multi families or for the two houses in back is still in question.<br />

<li>Meeting will be at 15811 Ambaum Blvd. SW, Suite C (map below) to receive public comments on the application</li>
<li>The Agent for <strong><a href="http://www.rdcc.org/" title="Ruth Dykeman Children's Center" target="_blank"><u>Ruth Dykeman Children&#8217;s Center</u></a></strong> is R.W. Thorpe and Associates Inc., Jennifer Lee, ASLA</li>
<li>Proposed Change Comprehensive Plan map designation is from Special Planning Area 2 to Moderate Density Residential Neighborhood and High Density Multi-Family Neighborhood; as well as to change the zoning designation from Special Planning Area 2 (SPA-2) to RS-7,200 and RM-18</li>
<li>File is available for viewing at Burien City Hall during regular business hours</li>
<li>Any person may submit written or oral comments or testimony at the public hearing, or may submit written comments prior to the hearing. Written comments may be submitted in person, via mail, e-mail or by facsimile. All documents submitted or requested as part of this application, including the City staff report are available for review at City Hall during regular business hours.</li>
