			<content:encoded><![CDATA[<p><strong>At the March 28th Burien City Council meeting, the following residents were unanimously approved to the Arts Commission:</strong></p>
<ul>
<li>Position 3, <strong>Shelli Park</strong>, self-employed artist, color/space designer, yoga instructor.</li>
<li>Position 4, <strong>Andrea H. Reay</strong>, production administrator, Seattle Opera.</li>
<li>Position 5, <strong>Robbie Howell</strong>, real estate broker, Windermere Co.</li>
<li>Position 6, <strong>Michael O’Neill</strong>, self-employed interior designer.</li>
<li>Position 7, <strong>Chloe Bjordahl,</strong> moderator for an online game, LEGO Group.</li>
<li>Position 8, <strong>Virginia Wright</strong>, online editor, Encore Media Group.</li>
</ul>
<p>Terms for Positions 3, 4, 5, 7 and 8 are full terms that began on March 28, 2011, and end on March 31, 2015. The appointment to Position 6 is for an unexpired term that began on March 28, 2011, and ends on March 31, 2013.</p>
<p>And on April 4th, the City Council approved the following appointments to the Parks and Recreation Board:</p>
<ul>
<li>Position 2, <strong>Cynthia Raufmann-Trewartha</strong>, real estate associate broker, Century 21 North Homes Realty.</li>
<li>Position 3, <strong>Annie Morton</strong>, Director of Education, Seward Park Audubon Center.</li>
<li>Position 4, <strong>Christopher Ndifon</strong>, Sr., land-use planner.</li>
</ul>
<p>All appointments were to full terms that began on April 4, 2011, and end on March 31, 2015.</p>

			<content:encoded><![CDATA[<p><strong><img class="alignleft" src="http://b-townblog.com/wp-content/images/decindvideo_thumb.jpg" alt="" width="150" height="150" />The mailman delivered our latest gizmo gadget (a state of the art Ultra Flip HD Camera) a few weeks back and we thought “what the flip should we do with this ding-dang newfangled thingamabob?”</strong></p>
<p>Out of the red, white and blue, it occurred to us that our third President, one <strong>Thomas Jefferson</strong>, who loved new gadgets and devices and inventions and discoveries, would have gotten a kick out of this powerful little digital camera, the size of a deck of cards, not much smaller than a hand-held booklet-sized copy of what is  known as the Declaration of Independence.</p>
<p>It was 234 years ago right now, that our Founders were “cutting and pasting” their final draft of what became known as that treasured and precious document, the Declaration of Independence, whose primary author was the then 33 year-old future President Jefferson.</p>
<p>So someone said:</p>
<blockquote><p>“Let’s take our camera around Burien and Des Moines (and Normandy Park and White Center) and ask our fellow neighbors and friends and passersby to read aloud the Declaration into our new little camera, piece the quotes together into one colorful video, and release it to the nation and world on our various neighborhood news blogs.&#8221;</p></blockquote>

<p><strong>Signs around town declare it in several languages. But at last weekâ€™s meeting of the North Highline Unincorporated Area Council, Burien City Manager Mike Martin kept the greeting simple.</strong></p>
<p>â€œWelcome,â€ Martin said to the new residents of North Burien. Until that morning (April 1), their address had been in unincorporated King County. â€œWeâ€™re just thrilledâ€ this has finally happened.</p>
<p>Noting the first steps toward annexation were taken â€œyears and years before I got here,â€ he said the successful annexation of North Burien â€œis due in large part to the work of [the unincorporated area council].â€</p>
<p>â€œIt was a struggle, but when we got down to the actual annexation, it went just as it should,â€ including a â€œreal solid voteâ€ last August for annexation by Burien. â€œThis is good public policy.â€</p>

<p><strong>And the cityâ€™s census of North Burien residents and businesses is revealing something unexpected, he reported.</strong></p>
<p>â€œWe expected around 14,000 new residents â€¦ it looks now like it will be more than 16,000 â€¦ so that would be close to 50,000 residentsâ€ in the enlarged city.</p>
<p>Martin also thanked North Highline residents who live in the remaining unincorporated area â€œfor your expression of interest in Burien.</p>
<p>He noted there is â€œstill active, enthusiastic interestâ€ on the part of several Burien City Council members in an eventual annexation of that area, which remains a future option for these residents.</p>
<p>But, Martin added, the city â€œwants to make this annexation a success first.â€</p>
<p>North Burien has already been included in the cityâ€™s planning process, he continued, including discussions for an ongoing program of maintaining city streets with routine asphalt overlays. Code enforcement will increase gradually with consideration for what has been allowed here in the past.</p>
<p>The city is also working with the King County Sheriffâ€™s Office â€œto have a physical presenceâ€ in North Burien. This will probably include police staffing, parks and recreation information and permit processing via teleconnection with city hall at the existing sheriffâ€™s storefront office in Boulevard Park.</p>
<p>â€œWeâ€™re hoping for something more central, but this is fine for now,â€ Martin said.</p>

<p><strong>Opposition to any expression of interest by Burien in an eventual annexation of the remaining North Highline Unincorporated Area was strident at Mondayâ€™s (March 22) city council meeting.</strong></p>
<p>â€œWhy does Burien think it can afford White Center when Seattle canâ€™t?â€ <strong>Kathy Parker</strong> demanded of council members. â€œIâ€™m still holding hope that one of you will stem the tide â€¦ just because you can, donâ€™t.â€</p>
<p>She urged them â€œto choose not to wear the mantle of arrogance that can bankrupt our city.â€</p>
<p>The council decided later in the meeting not to adopt at this time a resolution declaring the cityâ€™s interest in eventually annexing the remaining North Highline Unincorporated Area.</p>
<p>The southern unincorporated area in North Highline will officially be annexed by Burien on April 1.</p>
<p>On March 8, council members directed City Manager <strong>Mike Martin</strong> to draft a resolution clarifying Burienâ€™s intentions regarding the remaining unincorporated area.</p>
<p>That resolution â€“ proposed as a response to Seattle Mayor Mike McGinnâ€™s expressed support for the annexation by Seattle of the remaining unincorporated area â€“ was intended to let north North Higline residents know they have an alternative.</p>
<p>But McGinn and the Seattle City Council backed away last Friday from considering the annexation until 2011 or 2010 because of the costs involved.</p>
<p>Although a majority of citizens addressing the lawmakers opposed any council consideration of an additional annexation by Burien, several speakers â€“ most from North Highline â€“ supported an eventual move to bring the remaining unincorporated area into the city.</p>
<p>Opposition based on concern over the cost of such an annexation was expressed by the first two persons to offer comment.</p>
<p>â€œYou have a fiduciary responsibility,â€ said <strong>John Poitras</strong>, who added crime in White Center is â€œvastly higherâ€ than it is in the surrounding area.</p>
<p>â€œThereâ€™s no financial responsibility to what weâ€™re going to do,â€ declared <strong>Chestine Edgar</strong>. She asked for a delay to allow time for a â€œtrue financial analysis before actually considering annexation.â€</p>
<p>Representatives of Burienâ€™s Business and Economic Development Partnership, wary of the competition White Center could pose as a second retail core within the city, were firm in their opposition to any additional annexation in the foreseeable future.</p>
<p>Expressing the partnershipâ€™s â€œgrave concernâ€ about moving ahead the resolution at this time, <strong>Doug Moreland</strong> called it â€œabsolutely premature. With the economic bite of the White Center area, it makes no sense. So why are we doing it at this time?â€</p>

<p>Annexing north North Highline would create â€œdueling commercial areas in Burien rather than a central downtown area.â€</p>
<p>Partnership member <strong>Bob Ewing</strong> said â€œnow is not a good time.â€</p>
<p>And <strong>Jim Hughes</strong> added â€œit just doesnâ€™t makes sense â€¦ emotionally Iâ€™d love to embrace it, but thereâ€™s just too much going on in this community. He encouraged the council to â€œfocus on the job at handâ€ â€“ annexing south North Highline.â€</p>
<p><strong>Mark Minium</strong> said he felt â€œblindsidedâ€ by the proposed resolution of interest in north North Highline.</p>
<p>â€œWhy all of a sudden do you people think you can walk in here and decide what needs to be done without asking me?â€ he asked.</p>
<p>â€œBefore you take another bite out of the apple, take care of Burien first. Thatâ€™s what youâ€™re elected for. Do not write a check that you canâ€™t cash. If  we lose any more car dealers, weâ€™ll be sitting here without our tax base.â€</p>
<p>â€œApril 1 will be a historic day,â€ said <strong>Greg Duff,</strong> president of the North Highline Unincorporated Area Council. â€œNow I ask for the same foresightâ€ that lead to the annexation of south North Highline.</p>
<p>â€œToo many citizens of North Highline think they have only two choices â€“ unincorporation or Seattle. All this resolution does is tell citizens of North Highline that that have a third option. Burien needs all of North Highline to make the city complete.â€</p>
<p><strong>Gil Loring</strong> told the lawmakers, â€œWe just want to have an opportunity in the future to become part of the city. We donâ€™t expect you to come in and rescue us. At the time annexation is required by the state or King County, please keep us in mind.â€</p>
<p><strong>Rachel Levine</strong> said, â€œIn a few days, I will be officially a member of the city of Burien and I am very happy.â€ Calling White Center an asset, she added, â€œI know you have fiduciary responsibilities, but you also have a responsibility to look ahead.â€</p>
<p>And <strong>Liz Giba</strong> urged, â€œPlease donâ€™t let stereotypes get in the way of common sense.â€</p>
<p><strong>Pat Price</strong> reminded council members that not only White Center but large parts of other neighborhoods, including Boulevard Park and Top Hat, are remain unincorporated.</p>
<p>â€œWe are willing to wait until Burien has the success that it needs with annexation [of south North Highline] before you consider us,â€ he said, at which time â€œI hope you will consider us.â€</p>

<p><strong>Burienâ€™s Shoreline Master Program will be in the spotlight again tonight (Tuesday, March 9) when the Planning Commission meets at 7pm to continue working through the details of proposed revisions to the document.</strong></p>
<p>Tonightâ€™s meeting comes in the wake of recent requests by residents of Burienâ€™s affected shoreline areas â€“ Three Tree Point and Lake Burien â€“ that the city council extend the time for planning commission review of public input before sending a final draft to the council.</p>
<p>A petition bearing the signatures of 401 shoreline residents requesting an extension of the review process was submitted by <strong>Carol Jacobsen</strong> to the city council at its March 1 meeting.</p>
<p>â€œWeâ€™re still confused about whatâ€™s going on,â€ Jacobsen told the council at that time. â€œWe are requesting an extension of time for review of the Shoreline Master Program before the planning commission submits it to the city council.â€</p>
<p>She said the shoreline residents want a six-month delay. Here&#8217;s a copy of her cover letter from the city&#8217;s public record:</p>

<p>But, Mayor <strong>Joan McGilton</strong> told The B-Town Blog last week, â€œThe timing is up to the planning commission. Let the process move forward [at the planning commission]. The last thing the council needs to do is get involved inappropriately.â€</p>
<p>Asked whether council members might consider setting aside the draft revised Shoreline Master Program for a month or two after receiving it from the planning commission, before proceeding with their review of the document, McGilton added, â€œThatâ€™s up to the councilâ€ to decide.</p>
<p>She said the council will look to city staff for advice on whether to proceed with their discussion of Shoreline Master Program revisions soon after receiving the draft document, or whether to postpone consideration for a few weeks.<img class="alignright" src="http://b-townblog.com/wp-content/images/shorelineillus.jpg" alt="" width="200" height="358" /></p>
<p>Commenting on the possibility of a time extension, planning commission Chairman <strong>Joe Fitzgibbon</strong> said, â€œI think weâ€™re just going to move through the document at the same pace as we are now. When weâ€™re done weâ€™ll forward it on to the council. Itâ€™s not going to take six monthsâ€¦.</p>
<p>â€œI think people who saw us at our Feb. 23 meeting see how serious we are â€¦ I think at this point weâ€™re doing a good job of taking into account all the ideas and concerns weâ€™ve heard.â€</p>
<p>The planning commission stopped receiving public testimony at that meeting, and began the process of working through citizen comments point by point.</p>

<p>Although a general time frame for Shoreline Master Program review indicates the planning commission will complete its work by the end of March and forward the draft document to the city council, which then will adopt a final plan by July and submit it to the state Department of Ecology for final approval, Fitzgibbon suggested this is not a strict timetable.</p>
<p>The planning commission is â€œnot trying to guess when we will finish,â€ he said. â€œWe would like to finish soon, but we will take as long as it takes. Weâ€™re not looking at any date and saying, â€˜thatâ€™s our deadline.â€™â€</p>
<p>Requests for the city council to extend the time for planning commission review of the draft plan were repeated at their March 8 meeting.</p>
<p><strong>Tades Kisielius</strong>, an attorney representing the Burien Marine Homeowners Association, urged the city council to add another public hearing to the process or to extend the time for planning commission review, noting that the petition with 400 signatures had made such a request.</p>
<p>There has been â€œno real substantive discussion â€¦ on significant regulations,â€ he said. These include a 65 foot setback from the average water line, non-conforming structures, and public access.</p>
<p>The homeowners want the planning commission to work out these and other concerns before the plan goes to the city council, Kisielius added.</p>
<p>Shoreline resident <strong>Dennis Reed</strong> said they wanted the opportunity to review a final planning commission draft that includes all changes before it is sent to the city council.</p>
<p>City Councilwoman <strong>Lucy Krakowiak</strong> later asked City Manager <strong>Mike Martin</strong> to direct the planning commission to extend the review process â€“ apparently overlooking the fact that such a request must come from the council and neither staff nor an individual council member.</p>

			<content:encoded><![CDATA[<p><strong><img class="alignleft" src="http://b-townblog.com/wp-content/images/censusboard_thumb.jpg" alt="" width="150" height="150" />The City of Burien will be conducting a special census of the newly-annexed southern portion of the North Highline area between March 12th and April 25th.<br />
</strong></p>
<p><strong> </strong>This area, which contains approximately 14,100 residents, officially becomes part of Burien <strong>April 1st</strong>. Residents approved annexation during the August 18, 2009 election.</p>
<p>As part of the annexation process, the City is required to conduct a special census of all housing units.  Households in the annexation area will be visited by a census worker wearing a fluorescent vest and a City of Burien identification badge between March 12 and April 25, 2010.</p>
<p>The only information required in this census is the names of all individuals residing in a household. Annexation residents may also provide this census information directly, at any time after March 12th, by calling the Burien Census Hotline (available 24 hours a day) at <strong>1-800-635-6594</strong>.</p>
<p>From what we understand, this work is actually being contracted through a company called <a href="http://www.calmriver.com/" target="_blank"><strong>Calm River</strong></a>, which, according to their website:</p>
<blockquote><p><em>Calm River Demographics focuses on providing comprehensive census,             demographic and mapping solutions for cities, counties,   non-profits,            universities, libraries, healthcare and human  service  organizations.</em></p></blockquote>
<p>This company was scheduled to interview potential applicants last Friday last week (see our previous post <a href="http://www.b-townblog.com/2010/02/28/job-temp-annexation-census-taker-for-consultant-to-burien/" target="_blank"><strong>here</strong></a>).</p>
<p>According to the city:</p>
<blockquote><p>Any information provided will be held confidential. Cooperating with this special annexation census ensures that the City of Burien receives a full share of state funds allotted for essential public services.</p>
<p>This special annexation census is in addition to the U.S. Census conducted by the federal Census Bureau later this spring in which residents will receive a 10-question census form in the mail. More information about the federal census is available at <a href="http://2010.census.gov" target="_blank"><strong>http://2010.census.gov</strong></a>.</p>
<p>Residents should be aware that neither census will require them to provide their social security numbers, credit card numbers, bank account information or pay any fees. Residents should not provide such details to anyone who claims to be a census worker and asks for this kind of information. Legitimate census workers will have identification badges with a phone number that residents can call if they would like to verify their identities.</p></blockquote>

<p><strong>Burien residents had their final opportunity on Tuesday night (Feb. 23rd) to voice to the Burien Planning Commission their opinions and concerns about proposed rule revisions in the draft update of the cityâ€™s Shoreline Master Program.</strong></p>

<p>Concerned citizens will also have opportunities to speak out on the draft plan at public hearings, which will be scheduled later, conducted by the Burien City Council and the state Department of Ecology.</p>
<p>After hearing the last of the public testimony Tuesday evening, Planning Commission members began the process of working their way through a detailed summary of earlier comments by shoreline-area residents and draft responses prepared by city staff and consultants.</p>
<p>Public interest in this issue is so great â€“ as is the level of concern among local shoreline residents who fear their property rights could be impacted by a revised plan â€“ that the Burien Planning Commission, which will continue its review of the plan, will meet in the City Council chambers on the first floor of City Hall.</p>
<p>Almost 200 people, troubled primarily about the impact revised regulations â€“ and public access to shorelines â€“ will have on their property, crowded a smaller room for the Planning Commission two weeks ago.</p>
<p>But in the wake of that meeting, said several persons involved in the planning process, many of those commenting on the draft document were not well informed or were basing their concerns on â€œdisinformation.â€</p>
<p>Burien City Manager <strong>Mike Martin</strong> and Senior City Planner <strong>David Johanson</strong> recently sat down with The B-Town Blog to address what they said is misleading information circulating about provisions in the draft update of the Shoreline Master Program; here are their reactions:</p>
<p><em>Non-conforming structures on shoreline property cannot be rebuilt if damaged. </em></p>
<blockquote><p><strong>Martin</strong>: â€œThat absolutely is not the case.â€</p></blockquote>

<blockquote><p><strong>Martin</strong>: â€œIt does not do that. Period.â€</p></blockquote>
<p><em>Rights-of-way at the waterâ€™s edge can be taken over by the city.</em></p>
<blockquote><p><strong>Martin</strong>: â€œContrary to what anyone may have heard, there is nothing in the document that gives the city new authority to take over any right-of-way.</p></blockquote>
<p><em>The Planning Commission will make the final decision to approve the shoreline plan.</em></p>
<blockquote><p><strong>Martin</strong>: â€œThat absolutely is not true. The City Council will make the final decision.â€</p></blockquote>
<p>The Planning Commission is expected to deliberate on the public comment it has received, complete its review of the document, and forward a recommendation to the City Council by the end of March.</p>
<p>At least one public hearing will be held by the council while it considers the plan before taking final action. Once the city has adopted its updated Shoreline Management Program, it still must be reviewed and approved by the state Department of Ecology.</p>
<p>Because of widespread misconceptions about provisions in the draft plan, some Planning Commission members are encouraging concerned shoreline residents to read it first, and then ask questions and address specific concerns, rather than simply reacting to rumors about what purported new regulations would do to their property.</p>
<p>The draft shoreline plan is available on the cityâ€™s website at  <a href="http://burienwa.gov/index.aspx?NID=851" target="_blank"><strong>http://burienwa.gov/index.aspx?NID=851</strong></a>.</p>
<p>Johanson noted that updating the cityâ€™s Shoreline Master Program is not a local option. â€œThe state requires us to do this â€¦ over 200 jurisdictions [in Washington] are doing this.â€</p>
<p>The state requires all cities and counties to periodically update their Shoreline Management Programs, which implement the Shoreline Management Act at the local level.</p>
<p>According to Ecology, local plans are based on state law and regulations, but â€œare tailored to the unique geographic, economic and environmental needs of each community.â€</p>
<p>This is to improve and protect the health of Puget Sound and other waterways, improve water quality and salmon recovery, and enhance the stateâ€™s economy and tourism, Johanson added.</p>
<p>Information about the Shoreline Management Act and guidelines for local Shoreline Master Programs is available on Ecologyâ€™s website at <a href="http://www.ecy.wa.gov/" target="_blank"><strong>http://www.ecy.wa.gov</strong></a>.</p>
<p>Burien was awarded a $117,000 state grant from Ecology for this project, which began with a comprehensive review of the current document by the Shoreline Advisory Committee. The committee then made recommendations and submitted that draft to the Planning Commission.</p>
<p>Martin stressed that the draft revisions give the city â€œno new rights or authority under its shoreline document.â€ This includes Lake Burien, which has no public access to its shoreline.</p>
<p>â€œThe city does not have any more authority in this document to provide public access [to the lake] than at any time in the past,â€ he said.</p>
<p>Johanson said setbacks allowed in the proposed revised plan, in the event of reconstruction due to property damage, are â€œsimilar to those of other urban jurisdictionsâ€ in an attempt â€œto strike a balance between state objectives and the urban settingâ€ where shorelines already are developed.</p>
<p>The draft plan would require a 65 foot setback from the average high water level, compared to a current setback of 20 feet along the Puget Sound shoreline. If adopted, those homes would be classified as non-conforming structures â€“ but could be rebuilt on their existing footprint if damaged.</p>
<p>Johanson indicated that after the Planning Commission has finished taking public testimony, staff will compile a list of frequently asked questions together with clarifications and answers, and post this on the cityâ€™s website.</p>

<p>The Part 150 Study looks at ways to reduce aircraft noise impacts on communities. Throughout the study, the public is invited to participate in the solution and recommendation process through active engagement in a series of topical workshops.</p>

<p>Up to six additional public workshops will be held throughout the Part 150 Study process. This first meeting will introduce and orient the participants to the Part 150 process as well as further â€œscopeâ€ the study itself. In order to do that, the consultants will facilitate small group discussions with the participants to talk about their concerns and what they are hoping to see included in the study. Records of these sessions and the input received will be kept and factored into the study. The Port will soon launch an advertising campaign publicizing the meeting and they will make sure the members of the Forum get additional information.</p>
<p>Public workshops are not the only vehicle that will be used to engage the public. The Port wants to make sure community leaders, such as the members of the Highline Forum, and the general public has ample opportunity to review the status of the project and offer their thoughts and recommendations. The Port will be providing just that at the regular Highline Forum meetings. In addition, the Part 150 Study team will be available to attend a City Council meeting or meet with the representatives of a specific neighborhood or organization.</p>
<p>There will be a public hearing and comment period at the end of the process. More information will be provided at that time when there is a fully developed set of recommended actions.</p>

<p>According to the Port&#8217;s Part 150 <a href="http://www.airportsites.net/SEA-Part150/" target="_blank"><strong>website</strong></a>:</p>
<blockquote><p>The Part 150 Study process is designed to identify noise  incompatibilities surrounding an airport, and to recommend measures to  both correct existing incompatibilities and to prevent future  incompatibilities. For Part 150 Study purposes, noise incompatibilities  are defined as residences or public use noise-sensitive facilities  (libraries, churches, schools, nursing homes, and hospitals) within the  65 Day-Night Average Sound Level (DNL) noise contour.</p>
<p>The purpose for conducting a Part 150 Study is to develop a  balanced and cost-effective plan for reducing current noise impacts  from the airport&#8217;s operations, where practical, and to limit additional  impacts in the future.</p>
<p>Among the general goals and objectives addressed by a Part  150 Study are the following:</p>
<ul>
<li>To reduce, where feasible, existing and forecasted noise  levels over existing noise-sensitive land uses;</li>
<li>To reduce new noise-sensitive developments near the  airport;</li>
<li>To mitigate, where feasible, adverse impacts in  accordance with Federal guidelines;</li>
<li>To provide mitigation measures that are sensitive to the  needs of the community and its stability; and</li>
<li>To be consistent, where feasible, with local land use  planning and development policies.</li>
</ul>
<p>Specific goals for this Part 150 Study include the  following:</p>
<ul>
<li>To address noise issues related to the third runway;</li>
<li>To conduct the process in an open and engaging way; and</li>
<li>To look for opportunities that have not been thought of  versus re-visiting old issues.</li>
</ul>
<p>This study will identify existing and future flight  corridors, develop aircraft noise exposure maps for current and future  conditions, evaluate air traffic control procedures that could be  implemented to reduce noise exposure over residential areas, consider  land use controls that could be established to reduce future  incompatible land uses from being developed within high noise areas, and  evaluate means to mitigate noise impacts within high noise exposure  areas.</p>
<p>It is anticipated that the Part 150 Study will be completed  in late 2011. After completion, it will be submitted to the FAA. The  review period by the FAA is typically 6-9 months.</p></blockquote>

<p>Many residents are concerned that the city is considering turning some of what is now private waterfront areas into public spaces, resulting in Burien&#8217;s own &#8220;Alki Beach&#8221; or &#8220;Green Lake,&#8221; while others are happy that the city may be trying to open waterfront spaces for public use.</p>

<blockquote><p>The Shoreline Master Program Plan, in its&#8217; present form, places its&#8217; &#8220;highest priority&#8221; on increasing &#8220;actual and visual&#8221; access to all shorelines within Burien, i.e. Lake Burien, Three Tree Point, etc. Our greatest concern is should an attempt be made to create a &#8220;Greenlake&#8221;, &#8220;Angle Lake&#8221;, &#8220;Alki&#8221; or &#8220;Redondo&#8221; atmosphere, the increased noise, litter, and congestion could not only cause havoc and significant irreparable damage to the long standing ecosystems of both Lake Burien&#8217;s waters and our Puget Sound&#8217;s shorelines, but could also lead to a spiked increase in crime, leading to tremendous environmental impact.</p>
<p>We hope that you&#8217;ll take the time to briefly familiarize yourself with &#8220;The Plan&#8221;, and share your thoughts and concerns with members of both the City Council and the Planning Committee, either by e-mail, phone, or if possible in person.</p>

<p>REVIEW PROCESS<br />
The Burien Planning Commission will review the proposed advisory committee recommendation for the revised Shoreline Master Program and make a recommendation to the Burien City Council, which has the final decision on the revised Shoreline Master Program. <li><strong>February 9</strong>, 7:00 pm â€“ â€¨Planning Commission Meeting: Discussion and recommendation to City Council on proposed Shoreline Master Program (not a public hearing).</li>
<li><strong>February and March</strong>: â€¨City Council Public Hearing, discussion and decision on proposed shoreline master program. Dates to be determined following Planning Commission recommendation.</li>

<blockquote><p>Under the state Shoreline Management Act, each city and county with  &#8220;shorelines of the state&#8221; must adopt a Shoreline Master Program (SMP)  that is based on state laws and rules while tailored to the specific  geographic, economic and environmental needs of the community.</p>
<p>The City was awarded a $117,000 grant by the state Department of  Ecology for this work. The City is nearing completion ofÂ an update of  the SMP.</p>
<p>Among the tasks completed to date are a <a href="http://www.burienwa.gov/index.asp?NID=726" target="_self">Shoreline  Open House </a> hosted by the City in May 2008, and a draft Burien <a href="http://www.burienwa.gov/index.aspx?NID=727" target="_blank">Shoreline Inventory</a>, Shoreline Analysis and  Characterization, Restoration Plan and a Cumulative Impact Analysis. On  Nov. 20th, more than 70 community members attended a second open house,  circulating between stations that offered information about a variety of  shoreline-related topics and asking individualized questions of staff  and the consultant team. The open house was an excellent opportunity for  the community to become familiar with what is proposed in the Shoreline  Advisory Committee&#8217;s <a href="http://www.burienwa.gov/index.aspx?NID=851" target="_blank">draft  Shoreline Management Program</a>.</p>
<p>The BurienÂ <a href="http://www.burienwa.gov/index.aspx?NID=722" target="_blank">Shoreline  Advisory Committee</a> metÂ nine times throughout the process and has  completed its primary task of recommending an <a title="Draft Shoreline Master Program update" href="http://www.burienwa.gov/index.aspx?NID=851" target="_blank">updated  shoreline master program </a>to the Planning Commission. In turn, the  Planning Commission will evaluate the document, conductÂ <a title="Public Process" href="http://www.burienwa.gov/DocumentView.aspx?DID=1194" target="_blank">a public process</a> and provide a recommendation to the  City Council.</p></blockquote>

<p><strong>Although Puget Sound Park no longer is under consideration as a potential site for a new King County library, White Center and Boulevard Park residents remain concerned about the future of their community libraries.</strong></p>
<p>And little was said to ease their fears when the Planning Committee of the King County Library System (KCLS), chaired by library trustee <strong>Lucy Krakowiak</strong>, who is also a Burien City Councilwoman, met at the Burien Library on Thursday, Jan. 14.</p>
<p>Library system Director <strong>Bill Ptacek</strong> did tell those in attendance from the Highline area â€œthe park is no longer an issue.â€ In November, the library system considered buying Puget Sound Park as the site for a new facility to consolidate White Center and Boulevard Park libraries.</p>
<p>But the planning committee also got their first look at a list of goals and metrics for a Library System Area Analysis that, Ptacek said, would help determine â€œthe equitable distribution of library resourcesâ€ throughout the library district.</p>
<p>This process will guide the trustees in identifying what is needed to provide good library service, rather than just responding to â€œwho talks the loudest,â€ he added.</p>
<p>Board of trustees president <strong>Robert Spitzer</strong> later observed that if their goal system wide is to be â€œoriented toward consolidation,â€ then the most equitable approach would be to â€œbuild a 200,000 square foot library in the center of our service area.&#8221;</p>
<p>â€œThere is a balance to be reached between efficiencies and meeting community needs,â€ Spitzer continued. That includes â€œconsidering the level of community involvement and access.â€</p>

<p><strong>Rachel Levine</strong>, a member of the White Center Library Guild, said the â€œmetrics donâ€™t mean anything if they donâ€™t meet the needsâ€ of these under-served communities.</p>
<p>Noting that the 2004 library bond issue, passed by voters throughout the library district, included funds for new or expanded library buildings in White Center and Boulevard Park, Levine asked, â€œWhy should we wait for that new library with the money there?â€</p>
<p>Ptacek said the metrics would be only the first step in a process for siting any new library. â€œThe nature of the library business is changing, with outreach and technology,â€ he noted. â€œThere is more to it than just four walls â€¦ it is old fashioned to look at a library building only.â€</p>
<p>But, responded Levine, â€œLibrary buildings are important because thatâ€™s where it happens â€¦ we have a very proud history [at the White Center Library] and we intend to keep it.â€</p>
<p><strong>Highline residents will have an opportunity to address the library trustees during public comment at board meetings on Jan. 26 and Feb. 23. Both meetings begin at 5 p.m. at the library administrationâ€™s administrative offices at 960 Newport Way NW in Issaquah.</strong></p>
<p>The February meeting includes the boardâ€™s quarterly public forum at which those speaking can take longer to make their points than the usual three minutes.</p>
<p>North Highlineâ€™s community libraries became an issue in November when word got out that former King County Executive <strong>Kurt Triplett</strong> had entered into an agreement that would sell Puget Sound Park at 1st Ave. S. and SW 126th St. to the library system.</p>
<p>The library system planned to use the park as the site for a new facility, where the White Center and Boulevard Park libraries then would be consolidated.</p>
<p>However, Burien objected to the sale of the park, which is in southern North Highline that will be annexed by the city on April 1. Two weeks ago, new King County Executive <strong>Dow Constantine</strong> announced that the county will cede the park to Burien as part of annexation.</p>
<p>The future of the two libraries, which is a library system and not a city issue, remains unresolved.</p>
<p>Before the Planning Committee meeting started, some in attendance criticized Ptacek and Krakowiak for sitting with their backs to the audience and indicating they would not introduce themselves. Introductions by the trustees and staff subsequently were made.</p>
