When most people think of Goodwill, the first thing that likely comes to mind is that it is a great place to donate clothing and other items that you no longer need.
Or perhaps that it is a wonderful store to find bargains on those same household goods.
Few probably realize that both of those things are just an outgrowth of Goodwill’s primary purpose – to provide employment training and basic education to people that otherwise might not have those opportunities.
To educate the community about these programs, the Burien Goodwill Job Training & Education Center located on 128th Street held an open house on Thursday, March 11. Approximately 30 people attended representing local government, community colleges, area businesses and social outreach organizations.
The evening’s program focused on meeting students and instructors from the Goodwill training program and learning more about their classes and facility. The keynote speaker for the night was Jesus Argueta, an adult student who has taken advantage of the free classes provided by the training center. Mr. Argueta spoke at length about the needs that Goodwill meets and the benefits of his education.
The Burien training center consists of a classroom used for teaching English for Speakers of other Languages (ESOL) and a computer lab that offers courses in basic computer operation and software such as Microsoft Word. The facility has been in operation for just over a year and is already at full capacity, with waiting lists for space in the classes offered.
The evening ended with a Q&A session that answered questions about opportunities for the community to get involved. Beyond donations of clothes and household goods and financial contributions, there is always a need for volunteers and Goodwill welcomes partnering opportunities with local businesses. Thinking about investing in Burien? Now is the Time!
Turn on any financial news program and at some point you’ll hear the experts extolling the virtues of diversification. Real estate, even through the market downturn, has long been considered a conservative, long-term strategy to growing wealth.
In fact, that very downturn has created a historic buying opportunity for potential homebuyers and investors alike. The combination of lower home prices across the Burien and Southwest King County areas and historically low mortgage rates, two essential factors that usually don’t trend in the same direction, have triggered a buyer’s market in many areas of the county. For real estate investors who want to rent their properties, this can make the difference in achieving positive cash flow sooner or right off the bat.
While some seasoned real estate investors make it look easy, to be successful, beginners should follow some basic principles.
Learn all you can. Before committing your cash, you should have a fundamental understanding of real estate. For example, be aware that, in general, investment properties are not liquid investments. Barring exceptional circumstances, real estate does not sell at a moment’s notice. It could take days or months to sell a property, depending on the strength of the market in a particular region.
Consider cash flow. You’ll need to have enough capital on hand to cover any short-term losses due to vacancies between tenants.
Start small. Look into buying a condominium, single-family home or a duplex. Leave large apartment buildings and commercial properties to the pros.
Inquire at the Southwest King County Chamber of Commerce about companies relocating into or out of the area. Company movement is one indicator of demand for rental and/or office space.
Find a property that will be in demand. Look for a moderately priced home with three or four bedrooms, two bathrooms, and a garage that sits on a quiet street.![]()
Research the property. The most common way first-time investors lose is by failing to investigate a property thoroughly. Look beyond the front door. Investigate the reputation of the school district, the crime rate, and plans for expanding a nearby highway or developing vacant land. Ask a local Prudential Northwest real estate professional about the area, its history, and how fast (or slow) properties are moving.
Inspect the home you’re considering for signs of water damage, such as stains on the ceiling and crinkling or gathering wallpaper; open and close every door and window; and check all electrical sockets by plugging in an appliance. Get an independent home inspection, roof inspection and termite inspection. Unexpected repair costs can eat away your cash flow. Because even the best inspection can’t always predict problems, try to set aside some of the rental income for unexpected repairs.
Spend time driving the streets of the neighborhood noting the condition of other properties. Are lawns maintained? Are roofs in good shape? Are homes kept up?
Be ready to make fixes quickly and respond to the renter’s needs. If you’re not prepared to be a hands-on landlord, consider hiring a property management firm.
See your tax advisor for related planning and laws that can affect your investment decisions.
Remember, investing in a property is much different than living in one, and while emotion and attachment can be prime motivators when it comes to homes, it is return on investment that counts when investing in real estate.

The City of Burien is holding an Open House on its Shoreline Master Program update on Monday, Nov. 30th from 6pm to 8pm at the Burien City Hall council chambers.
The city has been awarded a grant fro the state to update its master program, and the city’s program has not been amended since incorporation in 1993. The Shoreline Master Program is a set of goals, policies and regulations managing shorelines within the city of Burien, and this forum is intended to give residents a chance to share their thoughts, concerns and ideas.
The master program specifically addresses land use and ecological functions adjacent to Lake Burien and Puget Sound.
The Burien Shoreline Advisory Committee has been considering input received at the first open house in May 2008 and has assisted in creating a new draft Shoreline Master Program. The Nov. 30th open house is an opportunity for residents to talk with members of the committee, city staff and the consultant team and learn more about the new draft program. In the near future, the new draft Shoreline Master Program will be presented to the Planning Commission for its consideration and possible recommendation to the City Council.

The next Annexation Open House will be Tuesday, June 16th from 6pm to 7:15pm at Southern Heights Elementary School, located at 11249 14th Ave South (see map below).
We’re not yet sure who from the city how many Burien City Councilmembers will show up, but according to a statement released by the city:
“Members of the Burien City Council may be attending a community informational open house held by the City of Burien for the purpose of discussing Annexation.”

On May 11th, the King County Council confirmed Burien’s annexation proposal for the August 18th primary ballot. Residents of unincorporated King County who live in the southern portion of the North Highline community will have a chance to decide if they want to join the city of Burien.
City of Burien staff will present information and answer questions at two upcoming informational open houses, the next one scheduled for Tuesday, May 19th.

Thursday, April 16th will be a critical day in the future of Burien’s possible annexation of North Highline – on that night, both the Boundary Review Board will vote on final approval, while the city will hold an Annexation Open House from 6:30pm to 8pm at Hilltop Elementary School.

Tuesday night (Jan. 6th), the City of Burien held their third public “Open House” meeting to discuss the progress of the Projected Annexation Project at Shorewood Elementary School.
Residents of the affected neighborhoods turned out to express their concerns about various issues, including the potential change in coverage of fire and police services, surface maintenance and budget for the entire project.
“The most important thing is continuous and consistent safety services.” said Burien Councilmember Rose Clark.
King County Fire District 2 serves the Burien/Normandy Park areas, and the North Highline Fire Department covers the White Center and Burien neighborhoods. Burien City Manager Mike Martin and Fire Chief Mike Marrs assured the residents of a “seamless transition” in regard to fire services. Should Seattle annex the North Highline Station, Burien would continue to be covered until 2012 when a new station would be built and available. The details and location are still being addressed for a potential new fire station; residents were assured that public safety is at the forefront of every decision.
North Highline currently contracts police services through the King County Sheriff’s Office. The only change community members can look for will be the same familiar faces of officers in new Burien uniforms and police vehicles.
Response times for both fire and police will be equal to the current service levels, if not better, according to Mike Martin.
The roads and maintenance departments may very well see a facelift in the annexed area of Burien as smaller cities have a faster turnaround time and “…higher standards…” said Martin. When accessing the neighborhood’s current budget need for improvement the City of Seattle assessed the area as a $13 million dollar project where as the City of Burien assessed the same area as a $59 million dollar project.
Shorewood resident Cindy Traynor said “I am glad they are finally doing something. We moved to the area so that we would not be a part of Seattle, the taxes are much higher there.”
“We want to be a part of Burien.” said resident Shirley Leonard.
The worries about budget strains on the City of Burien for taking on an additional 14,350 new community members were put to rest by an independent review firm out of Portland. They found that the projected revenue from the annexed area would offset the cost of the City for the project.
Residents can expect to see two historically-linked communities reunited should the annexation pass. They will have direct access to their local government and officials by being part of a “smaller city.”
“Becoming part of Burien, your voice will be heard and have more power.” Said City official Karen Keane.
The final decision on the proposed annexation areas will be brought to the voters to residents to decide in a vote in the Summer/Fall of 2009.
