<p><strong>Construction of the two approaches to a new South Park Bridge over the Duwamish River, its supports and girders, and the bridge deck and rails is now under way.</strong> </p>
<p>This phase of construction of the long-awaited bridge replacement will be much more visible to passers-by than was work on the foundation. </p>
<p>The new South Park Bridge is expected to be completed and open to traffic in the fall of 2013. </p>
<p>Here’s more from a King County news release: </p>
<p>&#8220;One year after our coalition secured funding for a new bridge, South Park residents can now see for themselves the work that&#8217;s well underway,&#8221; said King County Executive Dow Constantine.  </p>
<p>&#8220;As construction ramps up on both sides of the river, the community will have a front-row seat to witness a new bridge rise above the waters of the Duwamish. </p>
<p>&#8220;At the height of construction next fall, as many as 120 workers will be on the job, bringing activity that will boost South Park businesses,&#8221; Constantine added. </p>
<p>Construction has been proceeding on schedule, and the addition of a second weekday shift and a day shift on Saturdays has brought more workers to South Park. More than 50 construction workers continue to perform excavation work for the placement of new piers.  </p>
<p>By next spring, the piers will have reached a depth of 70 to 100 feet below the riverbed &#8211; the equivalent of a seven to ten-story building. </p>
<p>The contractor has kept construction noise to a minimum by shrouding the equipment with barriers that contain the sound. Meanwhile, plans are being made for demolition of the remaining bridge structure and control tower in the second half of 2012. </p>

Sullivan and The Seattle Repertory Theatre, and coming to BLT in late November.</strong></p>
<p>&#8220;Luther Beatty is an extremely friendly 12-year-old who is really too big to be playing Tiny Tim, a role he has been performing two years too long,&#8221; reads a press release. &#8220;He could be played by a youthful-looking actor in his later teens or 20s.&#8221;</p>
<p>Here the synopsis of the show:</p>
<blockquote><p>A sidesplittingly funny holiday hit since premiering at the Seattle Rep in 1992, “Inspecting Carol” is part “Noises Off,” part “Waiting for Guffman.” Almost broke, Soapbox Theatre Company is struggling to mount their annual cash cow, the holiday classic “A Christmas Carol.” An inspector from the National Endowment for the Arts is expected any minute. When a young actor is mistaken for the inspector, cast and crew cater to his every whim to try to win their government funding, The result: the most hilarious and disastrous production of “A Christmas Carol” ever. This is a very ensemble work with 12 characters ranging in age from teens to 60s.</p></blockquote>
<p>Performances will be at Burien Little Theatre from Nov. 25 through Dec. 18, 2011. Rehearsals begin in mid-October.</p>
<p>Stage director will be <strong>Maggie Larrick</strong>.</p>
<p>$100 stipend provided.</p>

<blockquote><p><strong>General Position Summary</strong><br />
Leads, plans, organizes, directs and controls the City’s public works functions including engineering services, project management, development review, transportation services, street maintenance, traffic, and surface water management.</p>
<p><strong>Essential Functions:</strong><br />
Supports and models the identified vision, values and behaviors of the organization. Plans, organizes, directs, and evaluates public works functions including engineering services, capital improvements, project management, development review, transportation, street maintenance, and surface water management. Reviews and monitors proposed changes to federal, state, and local laws to determine their impact on public works policies and practices; prepares, coordinates, and implements responses and recommendations to the City Manager, City Council and other department directors. Develops and administers departmental budget, including forecast of funds for staffing, equipment, materials, and supplies and monitoring of expenses. Provides managerial assistance to subordinates in planning and implementing programs. Sets direction, goals, objectives, and priorities for the department. Performs short- and long-range planning activities. Prepares scopes of service, construction cost estimates, contract bid documents and evaluation criteria and arranges for the bidding and award of construction contracts. Participates in the selection of consultants; negotiates and monitors contracts and services of outside firms to assure compliance with specifications, timelines, and City ordinances and policies. Manages construction and service contracts in accordance with applicable city, state and federal requirements; Prepares materials for and makes presentations to elected officials and the public. Investigates and responds to complaints regarding Public Works operations. Coordinates activities of Public Works Department with those of other City departments, governmental agencies, and private and public utility companies. Establishes and updates organization and department procedures as needed. Provides managerial leadership and supervision to subordinates. Attends Council meetings and a variety of other special interest meetings as required.</p>
<p><strong>Secondary Functions</strong><br />
Oversees grant application process. Serves as a member of the City’s emergency response team. Performs related duties as assigned.</p>
<p><strong>Job Scope</strong><br />
Position is subject to a wide diversity of work situations requiring a high degree of complexity. The incumbent participates as a member of the City Leadership Team and is responsible for developing policies and objectives.</p>
<p><strong>Supervisory Responsibility</strong><br />
Directly and indirectly supervises professional, technical, and administrative support staff; recommends personnel actions, arranges and provides training; schedules staff; assigns and prioritizes work; reviews performance, takes or recommends disciplinary actions; conducts staff meetings.</p>
<p><strong>Interpersonal Contacts</strong><br />
The Public Works Director interacts extensively with the other staff, the City Manager, appointed and elected officials, contractors, businesses, and other governmental agencies.</p>
<p><strong>Specific Job Skills</strong><br />
Advanced knowledge of: Engineering principles and techniques of modern public works facilities and services including street and traffic operations and maintenance, surface water management, equipment and materials, land conservation, trails, and parks facilities. Modern methods and techniques applied to planning, design, construction and maintenance of public works facilities projects including thorough understanding of contract specification and documents, and bidding procedures. State and federal laws and procedures, and requirements related to municipal engineering and public works programs. Project management. City, State, Federal and APWA codes, ordinances, specifications, policies, procedures and standards. Municipal government operations and environmental policies and laws. Organizational, fiscal, and supervisory practices and principles. State and federal financing programs including but not limited to the Washington State Public Works Trust Fund, Transportation Improvement Board, Washington State Department of Trade and Economic Development Community Revitalization Board.</p>
<p>Ability to: Effectively lead, plan, organize, assign and supervise work of department. Communicate effectively, both in writing and orally, including oral presentations. Establish and maintain cooperative and effective working relationships with public officials, City staff, community groups, regional organizations, and the general public. Plan, develop and maintain complex detailed projects and programs. Thoroughly understand the City’s political environment and sensitivities, and to function effectively within that environment. Effectively represent the City in situations which are potentially adversarial or stressful. Exercise individual initiative and discretion in work, including confidential matters. Define problems, collect data, establish facts, and draw valid conclusions. Accurately apply laws, codes, regulations, policies, and procedures.</p>
<p>Design and evaluate public works projects to ensure objectives are met and codes are followed. Exercise flexibility. Present and lead technical discussions at meetings. Interpret, apply and explain codes, rules, regulations, policies, and procedures to non-technical person.<br />
Recognize occupational hazards and utilize standard safety practices.</p>
<p><strong>Mental Abilities</strong><br />
Continuous decision making, interpersonal skills, teamwork, creativity, training/supervising, use of discretion, mentoring, independent judgment and/or action, and ability to read, write, speak, and understand English; frequent problem analysis, and performance of basic math; and occasional customer service; and rare presentations/teaching, negotiation, and performance of advanced math.</p>
<p><strong>Physical Abilities</strong><br />
Frequent standing, walking, sitting, fingering, talking, hearing, and repetitive motions of hands and wrists; occasional feeling; and rare stooping, crawling, kneeling, climbing, handling, bending, and repetitive motions of feet. Position requires the ability to lift, push, pull, and carry ten pounds.</p>
<p><strong>Education and/or Experience</strong><br />
Bachelors Degree in business administration, public administration, civil engineering or related field plus seven years progressively responsible administrative experience in the public works field, including five years in a supervisory capacity OR a combination of education, training and experience which provides an equivalent background sufficient to perform the work of the position. Masters Degree preferred.</p>
<p><strong>Special Requirements</strong><br />
Successful completion of pre-employment background check. Valid Washington State Driver’s License with satisfactory driving record. Significant experience in local government public works and contract management. Professional Engineer License (PE) preferred.</p>
<p><strong>Job Conditions</strong><br />
Work is performed primarily in an office environment with moderate noise level and occasionally in the outdoors. Position involves travel to a variety of locations to perform site visit work and/or attend meetings. Employee must be able to occasionally work irregular hours, for evening meetings and during emergency situations.</p>
<p>Hazards Working on or around heavy equipment, traffic, ladders, open trenches, scaffolding and heights; exposure to various dust, chemicals, fumes, odors and gases; tripping hazards from construction site debris and unstable walking surfaces; unrestrained animals; contact with dissatisfied or abusive individuals, and inclement weather conditions.</p>
<p><strong>SELECTION PROCESS</strong><br />
Applicants will be evaluated on the basis of education and work experience. Highly qualified candidates may be invited to participate in interviews. <li>Serves as the City liaison to the business community, chamber of commerce, economic development planning advisory boards, economic development agencies, and governmental agencies in furthering the City’s economic development policies. Presents proposed programs and projects to business community groups, agencies and the City Council.</li>

<p><strong>Normandy Park Mayor George Hadley (pictured above at last year&#8217;s Cove to Clover event) submitted a letter of resignation from the NP City Council, citing his January diagnosis of Glioblastoma Multiforme, the most common and aggressive type of brain cancer.</strong></p>
<p>Hadley&#8217;s resignation is effective Tuesday, March 8, 2011.</p>
<p>Hadley has served as a member of the Normandy Park City Council since 2004. In January 2010, the Normandy Park City Council elected Hadley to serve as  Mayor for 2010-2011. Prior to being elected to the City Council, Hadley served on the Normandy Park Board of Adjustment. Hadley served as Mayor Pro Tem from January 2006 &#8211; December 2009.</p>
<p>George&#8217;s position will be filled by the City Council until a new  Councilmember is elected during the November 2011 General Election. City  Councilmembers are volunteers and must attend several evening meetings  each month. <p><strong>Position Description:</strong><br />
The Executive Director provides leadership for the organization and is responsible for the management of all staff.  This position reports to the President and Executive Committee of the Foundation. <p><strong>Duties and Responsibilities:</strong></p>
<ul>
<li> Assure compliance with the Foundation’s mission, goals and policies as established by the Board of Trustees and to represent the Foundation and its mission in the community and region.</li>
<li>Assure compliance with all rules and regulations pertaining to a charitable non-profit foundation and ensure ethical compliance, as defined by the Association of Fundraising Professionals.</li>
<li>Work with Board and staff to establish and meet fundraising goals, evaluate results and develop corrective strategies and to develop, manage and supervise grant proposals /activities.</li>
<li>Assure a board development process that enhances fund development.</li>
<li>Work with Board in the development of the annual strategic planning, long-range planning, and the implementation of planning priorities.</li>
<li>Provide oversight for all Foundation activities and communicate a broad vision to others.</li>
<li>Establish volunteer program that builds on individuals who have expressed interest in the organization.</li>
<li>Expand marketing efforts to broaden access to donors, assure a consistent image and convey accurate information. This includes overseeing print and electronic communication, not limited to but including Donor Perfect.</li>
<li>Oversee gift receipt and processing, financial and tax reporting, investments, and manage the organization in a financially responsible manner.</li>
<li>Recruit, train, and supervise and evaluate performance of all staff, interns, and volunteers.  Help clearly define job duties.  This includes the use of a donor information management system.</li>
<li>Partner with Highline Public Schools leaders and collaborate with PTSA, HEA, Service Organizations, Municipalities, Community Groups and other Organizations necessary to support the efforts of the Foundation.</li>
</ul>
<p><strong>Experience &amp; Qualifications:</strong></p>
<ul>
<li>Knowledge of the area and knowledge of the school district.</li>
<li>Bachelor’s degree preferred.</li>
<li>Professional designation as a Certified Fundraising Executive is a plus.</li>
<li>Minimum of five years experience working in a non-profit organization with a proven track record of success preferred.</li>
<li>Experience in a leadership capacity and with major gifts (having raised four, five and six figure gifts) is preferred.</li>
<li>Strong local community connections are preferred.</li>
<li>Actively involved with other organizations that may support the Foundation’s mission.</li>
<li>Experience working with a Board of Trustees or Governing Board is essential.</li>
<li>Excellent interpersonal, oral and written communication skills; able to deliver effective and persuasive presentations required.</li>
</ul>

<p>The work party runs from 9am – 11am, and volunteers will be helping improve the health of Arbor Lake by removing invasive, non-native plants, including Scotch broom and Himalayan blackberry. Volunteers will cut and pull these plants out, considered &#8220;hard work but satisfying.&#8221;</p>
<p>&#8220;Volunteers of all ages are welcome but children under age 14 need to be accompanied by a parent or an adult,&#8221; reads a flier released by the city. :Those under 18 will require a signed permission form (available at sign in or in advance by calling the number below).&#8221;</p>

<blockquote><p><strong>Why are we doing this stewardship project at Arbor Lake?</strong><br />
Because you want us to! At a September 2010 meeting with 25 lake neighbors, park users said they want to protect and improve the habitat value of the lake. Removing invasive plants will allow the existing native plants around the shoreline to grow better. We also plan to add more native plants to fill in the gaps left by the removed invasive plants in autumn 2011. A thriving natural buffer on the shoreline will provide food and shelter for birds and small wildlife and improve habitat for fish.</p>
<p>Arbor Lake also is the headwaters of Miller Creek and water flowing from the lake eventually sustains salmon living in the creek downstream.</p>
